NIGERIA, ABUJA – The House of Representatives Committee on Constitution Review has invited critical stakeholders to a national public hearing on amending Nigeria’s 1999 Constitution. The session holds Monday, September 22, 2025, at the Congress Hall, Transcorp Hilton Hotel, Abuja, from 10:00 a.m.

Deputy Speaker and Committee Chairman, Rt. Hon. Benjamin Okezie Kalu, Ph.D., CFR, said the hearing aims to “provide an open platform for citizens, civil society groups, professional bodies and political parties to communicate their views.” He explained that active participation would guide lawmakers to make amendments reflecting national interest and ethical governance.

Kalu stressed the hearing’s ethical importance. “Constitutional amendments shape the nation’s values and institutions,” he noted, adding that decisions must reflect fairness and justice. He urged stakeholders to “consider situational ethics—balancing legal principles with Nigeria’s unique realities.”

In a formal invitation dated September 15 and addressed to Barr. D.C. Enamhe, Ph.D., the committee assured that both written and oral presentations would be welcomed. The letter, obtained by this reporter, emphasized the need for broad participation to strengthen democratic institutions.

A summarized compendium of bills under consideration is available at www.hccr.gov.ng and www.placng.org for public review. The committee advised participants to confirm attendance through the clerk on 08069232381.

Civil society leaders and traditional institutions are expected to attend. Analysts say the engagement reflects growing calls for constitutional reforms that address social justice and ethical governance. According to political analyst Grace Ekanem, “Situational ethics demands lawmakers listen to diverse voices before making irreversible constitutional changes.”

The committee reaffirmed its commitment to transparency. Kalu said the House “will listen carefully and ensure the process respects Nigeria’s plural realities,” urging citizens to contribute meaningfully to the constitutional review process.
