RIVERS, PORT HARCOURT – The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (rtd), has officially sworn in Prof. Ibibia Lucky Worika as the new Secretary to the State Government (SSG), calling on him to leverage his vast experience in steering the administration forward.
During the ceremony, Vice Admiral Ibas underscored that Worika’s appointment was more than just an administrative formality but a deliberate effort to restore governance, uphold the rule of law, and rebuild public confidence in the state.
“The responsibility ahead is immense, but your impressive track record assures us of your capability,” Ibas stated. “Rivers State requires your expertise, resilience, and steadfast commitment. Together, we will chart a new path of development for this state.”

Emphasizing Worika’s strong background in law, policy formulation, and global governance, Ibas expressed optimism that the newly appointed SSG would play a pivotal role in implementing reforms.
In his acceptance speech, Prof. Worika vowed to discharge his duties with dedication and integrity. “This appointment is a call to serve, and I am fully committed to contributing my best to Rivers State,” he affirmed.

Until his appointment, Prof. Ibibia Lucky Worika is a Professor of Law; Acting Dean, Faculty of Law; and Head of Department, University of Port Harcourt.
